Lynsey Paley
Lynsey leads the Building and Business Services Department, helping teams deliver practical, reliable regulatory services. Before becoming a Building Official, she spent 12 years working as an electrician, which shaped her hands‑on, solutions‑focused approach. Lynsey is originally from Kelowna and enjoys improving processes, supporting teams, and making services easier to understand for residents and businesses alike.
Alissa Cook
Alissa is a Planner II with the City of Kelowna Housing Policy and Programs team. As of late, her work has been focused on prefabricated housing, non-market housing models, building City of Kelowna’s housing data library, and reducing barriers to infill housing.
Andrew Bjorn
Andrew brings extensive expertise in community planning, zoning reform, and housing initiatives across North America. Specializing in GIS, data analysis, and interactive mapping, he translates complex planning data into actionable insights. Andrew has led community plan and zoning updates, contributed to housing action plans, and developed policy guidance, economic assessments, statistical models, and industry outreach strategies supporting practical housing solutions for a wide variety of local and regional governments, and higher-level government initiatives.
